Footpath blocked continuously

Two business waste bins belonging to Brothers Bakery, 82a Abington Street, are left continuously out blocking the public footpath, next to the back of Watts Store, opposite Ridings Car park and every day I have to walk in the road to avoid them, as do parents with buggy’s and wheelchair users. The bins could be moved once they have been emptied but they are not. Please can you get the owners to move them.
