The new trees in market square look like they are dying

Sent to West Northamptonshire Council less than a minute later. ref: 8195325.

The trees that sit between the permanent stalls on the markets square look like they have severe draught stress (not seasonal yellowing).

I also noticed that the water feature has flooded, perhaps the drains are blocked. Not sure if the issue could be related but it seems the trees are not getting enough water supply under the resin-type surface.
