Water on the road, and reaching the top of the kerb will go to the pathway, and down the stairs to our property

This has been reported few time, that the water cannot go down the drain just very slowly because it is blocked. Rain will flood half of the road, and will come to the path, and down the stairts to our property. This has happened before. If someone come out to have a look 3 days later, probably the water will gone by then, but the drain will be still blocked.
