Obstruction of road for vehicles and pedestrians

The person at number 22 has erected a new fence and I can’t seem to find the planning permission

It has not been replaced like for like and it’s now a full fence that is obstructing the view of traffic abs pedestrians when I try and leave my house. This is already a narrow and dangerous road without someone being so inconsiderate and blocking it even more
