Hanging Tree bow

There is a silver birch tree outside our house in Woodcote Avenue approx 30feet tall. in the recent winds the top bow has broken off and is dangling from the top (see photos) if it drops it could cause traffic obstruction, danger to pedestrians or hit my husbands vehicle. Please could it be assessed.
