Concrete on the pavement

I have noticed that on property 20 Castle Avenue NN5 6LF the owners put a layout of concrete to make drop-down curb tarmac wider. In my opinion this extra layout is illegal and is on the footpath not on their private land. All neighbourhood been advised that the pathway should be covered with grass. This is an encroachment of the public highway and are in breach of section 143 of the Highways Act 1980. Could you please arrange an inspection and let me know when this issue will be resolved?
