Large section of vegetation/hedge cut back without notification

A substantial section of the vegetation/hedge adjacent to my property has recently been cut back/cleared, leaving a large and irregular gap.
I did not request or authorise this work and have not received any notification explaining why it was carried out.
Please investigate and confirm whether this work was carried out by West Northamptonshire Council, Northamptonshire Highways, or one of their contractors.
If the council or a contractor carried out the work, please confirm the reason for the work, who authorised it, and whether there was a recorded highway, safety, access or visibility issue requiring the vegetation to be removed.
Please also clarify whether the vegetation was considered to be on council/highway land or private property.
Photos are attached showing the extent of the clearance.
